I want a function in MQL5 language that transforms a HEX string to Base 64 String.

For example, if I give it this input: 6c2c6dc8f7d523851a9bf12998c7b9af24f8ee20307556d7ebb47a3a37f4ac1265a1c06b3d1b4d06c30f1073721efcbd

it will give me this output: bCxtyPfVI4Uam/EpmMe5ryT47iAwdVbX67R6Ojf0rBJlocBrPRtNBsMPEHNyHvy9
