Expert Advisor based on personal trading rules using EMAs

To create an expert advisor that can execute a trade based on the following criteria:

-buy if m15 candle closes above the 16 EMA

at 50% retracement of impulse leg if the leg is no more than 10 pips over the H4 ATR

and if the 16 EMA and 96 EMA are both over the 480 EMA

and if the 96 and 480 are a 2*H1 ATR apart. 

-sell if m15 candle closes below the 16 EMA

at 50% retracement of impulse leg if the leg is no more than 10 pips over the H4 ATR

and if the 16 EMA and 96 EMA are both under the 480 EMA

and if the 96 and 480 are a 2*H1 ATR apart. 

-SL is the recent low or high of impulse leg; TP1 is 2*H1 ATR and TP2 is 4*H1 ATR.

-Trading hours are London and New York sessions.

In the attached picture the green EMA is the 16; the blue EMA is the 96; the purple EMA is the 480.
