Open e close trades csv file

Need expert to read CSV FILE to open and close trades in Metatrader 5. 

Buy/Sell

Short/Cover

No position /  Buy

No position / Short

Just open and closed positions.

No stop or change the order

Can I create a CSV file with the necessary commands.

OrderSend, in my case:

  symbol,             // Symbol
  cmd,                 // Buy, Sell, Short or Cover
  price,                // Price
  slippage,           // Slippage
  stoploss,           // if stop loss, optional
  takeprofit,         // take profit, optional

At what time interval the metatrader would read the file?
