Vertical Scale Number Color Changer

I would need an add-in to change the color of the vertical scale values.

In the example above, I need to be able to select the colour of the values, for example:

1)  "1.65565" select to change the first 4 values' colour to say "yellow", and it becomes "1.65565"; or

2)  Change the decimal to green, it becomes  "1.65565"; or

3)  Change the first, third and fourth values to yellow and 2nd value (.) to red it becomes  "1.65565"

If you have alternatives to achieving the above, I am open to suggestions.  Basically, I have seen similar possibility https://www.mql5.com/en/market/product/1668 but it's just that I want it to be on the vertical scale instead of the horizontal date and time scale.

A simple example in Word or Excel or a picture of the proposed screenshot of the prototype for the interface would be good.
