Lower and upper Bollinger band engulfing candle EA

I need an indicator that can follow precise rules and can send me an alert of an engulfing candle at top or lower bollinger band.  A true engulfing candle is a close above/below the previous high or low. Here are the rules for the indicator.  If any price of previous bullish candle touches the top of bollinger band then we have condition 1 met.  Then if next candle closes below the low of the candle that touched the bollinger band then condition 2 is met then send alert.  See pictures of examples. If any price of previous bearish candle touches the bottom of bollinger band then we have condition 1 met.  Then if next candle closes above the low of the candle that touched the bollinger band then condition 2 is met then send alert.
