5-Min Scalping EA

Good day, like to have an EA developed that scalps the default 5-min chart. The strategy is explained in this Youtube video https://www.youtube.com/watch?v=zhEukjCzXwM and the write up is here https://blog.forexsignals.com/2019/06/a-5-step-scalping-strategy/.

Requirements

1. The EA is to be attached to only 1 chart, and it will trade all the currency pairs which the user input into the presets. Please let me know if this is possible.
2. The EA will stop trading before impact news (if set to True).
3. I would like to have the mql4 source code after the job is completed and payment made.
4. As per the strategy presented in the video, if TP1 is reached, half the positions should be exited and SL is to be shifted to entry price for the remaining positions to hit TP2 or the new SL. I'm not sure if the EA can close half the positions for me. One other way I can think of for the EA to achieve this is to have the EA to place 2 same trades each time the conditions are met. For e.g., if a buy trade is met, EA will place 2 buy trades with the same SL, but different TPs. One trade will have TP at TP1 (1R) and the other trade at TP2 (2R). If SL is hit, both trades will close. If TP1 is hit, one trade will close. The other trade will have SL shifted to entry price + spread. 

The parameters of the EA, in my opinion, would include the following:

• Currency Pairs - EURUSD;GBPUSD;USDJPY;AUDUSD;USDCAD;USDCHF default (user can add other pairs, up to 28 pairs consisting all major currencies)
• Scalping Chart TF - 5min default (user can select other timeframes)
• Anchor Chart TF - 1hr default (user can select other timeframes)
• Fixed Lot Size - True/False (default is false)
• Lot Size - 0.01 default (if fixed lot size is true, each trade will be 0.01)
• XBalance - 1000 default (if fixed lot size is set to false, then each trade will be lot size for every 1000 XBalance. E.g. if user set lot size to 0.3, XBalance set to 500 and fixed lot size is false; if trading account has 1000 balance, EA will place each trade as 0.6 lot.)
• Stop Trading Before Low Impact News - True/False (default is false)
• Minutes to Stop Trading Before Low Impact News - 30 default
• Stop Trading Before Medium Impact News - True/False (default is false)
• Minutes to Stop Trading Before Medium Impact News - 60 default
• Stop Trading Before High Impact News - True/False (default is true)
• Minutes to Stop Trading Before High Impact News - 90 default
