Mobile Order execution manager for Scottrade

Hi, I would like to have a mobile application or web application to be coded for remote multi user access to a Scottrade account. 

For example - I have an account with Scottrade & I would like to give access to few different users to trade on this same account. However I would like to have some basic scanning before the order goes through. So I do not like to give direct access to my account. 

I am looking for a application that will allow multi user access to specific Scottrade account. However I would be able to put restriction on size, type, number of order for any specific user. This app will also allow to allocate certain amount of money access to each user. 

I would love if the app can also check some basic technical, fundamental for any trade the users putting & only to execute the order only the trade meets certain criteria. 

For example - If the user 1 would like to put an Call option for company X at $100 price. Now the app would check if the company X is in uptrend & only execute the order if the Stock X is in uptrend.
