MT4 EA for XAUUSD with Full-Close and Partial-Reopen Cycle Modes

I am looking for an experienced MQL4 developer to build a custom MT4 Expert Advisor for XAUUSD.

Platform:
- MetaTrader 4
- Language: MQL4
- Symbol: XAUUSD

Core logic:
- Open 1 Buy and 1 Sell at the same time
- Both orders must have configurable fixed TP and fixed SL
- EA must work only when manually enabled
- No indicators, no news filter, no trend filter, no AI logic

Operating modes:
- Mode 0 = OFF
  No new trades

- Mode 1 = Auto cycle after full closure
  Open 1 Buy + 1 Sell
  Wait until both trades are fully closed
  Then automatically open a new pair
  Continue until manually turned OFF

- Mode 2 = Auto cycle with partial reopen
  Open 1 Buy + 1 Sell
  If one side closes while the other remains open, the EA can open a new pair without waiting for full closure of the previous pair
  Continue until manually turned OFF

Requirements:
- Manage only EA orders using Magic Number
- Do not interfere with manual trades or other EAs
- Spread filter before opening new trades
- Stable behavior after MT4 / PC / VPS restart
- Correct handling of order execution errors
- No accidental duplicate entries

Extra feature:
- Close All function to close only EA orders
