Converting an MQL4 Indicator (MT4) to C# (NinjaTrader)

Hello, I extensively use a custom indicator on MT4 for my trading; however I am considering switching over to NinjaTrader for my charting and would like to know what costs would be involved in having an mql4 indicator coded in to C#, and adding customized alerts to it. 

The indicator measures the strength of currency, smooth’s the result, and pairs it within a range against another currency (i.e. on a EUR/USD chart the two currencies would be EUR and USD). I need alerts and notifications added to the indicator that revolve around price closing past certain levels within the indicator (such as stochastic 80/20 and RSI 70/30 levels).

I require the attached indicator, CC4 Currency Strength, to be coded in C# for NinjaTrader and to have the following and separate features added to it:

2. I need an alert and/or notification when a currency closes above a certain level on a specific timeframe chart.
3. I need an alert and/or notification when a currency has closed above a certain level, then closes below that same level on a specific timeframe chart.

• All features must be interchangeable between being an alert on the terminal and a notification that is sent to my phone
• All features must be able to be turned on and off
• Each of the three features must be able to be active at the same time
• Each feature should be able to customize which currency triggers the alerts
• Each feature should be able to occur on a customizable chart timeframe regardless of the current timeframe on the attached chart 
• Each feature should have customizable levels for the alert triggers

Additionally, if the quality of the work meets my expectations future coding work will likely be directed to the same developer.
