Telegram automation bot

I am looking for a telegram automation robot to  Export members from a telegram group or channel and add to another  group or channel.

It shouls also send mass messages to my memebers

It should also have a licencing system 

I prefer to have a ready made bot , if its not available, i can wait for it to be coded by the developer
