Money management system based on the Signal Strenght

I need an experienced and serious developer (and who masters very good English) to write the code for a Money Management system which opens and closes trades based on the strength of the signal. The strength of the signal is calculated by a code I already have and these values will be retrieved and used by the Money Management system, so you will have to integrate the code. 

There are also several other rules that need to be factored in when calculating the quantity to open and close. The logic involves breaking the quantity to open into several separate trades, as well as partial closing of some of the trades based on a % and specific rules.
