A Trend-following EA

I need someone smart to code an EA which works based on the following conditions and actions 

if { 

MA 1(M30) crosses over MA 2(M30) "Main Chart" 

AND MA 1(H4) over MA 2(H4) "Filter Chart"

   } 

• Close active selling trades on that currency pair(magic number xxxx) 
• Open buying order (magic number yyyy)

if

{ 

MA 1(M30) crosses below MA 2(M30) "Main Chart" 

AND MA 1(H4) below MA 2(H4) "Filter Chart" 

• Close active buying orders on that currency pair(magic number yyyy) 
• Open selling order (magic number xxxx) 

• Both Financial and Risk management protocols will be provided later. 

• All indicators' parameters(MA1, MA2 and MACD) will be provided later

• M30 timeframe is the "Main trading Chart" 
• H4 timeframe is the accessory "Filter Chat"

• Crosses below shouldn't be defined as < (less than) 
• Crosses above shouldn't be defined as > (greater than)
