Does it build blocks when market is closed ?

At the moment, it does not work on live market. But if you mean to ask if it'll generate the offline chart when the market is closed, YES, it'll as it just reads the history. Kindly wait a while as I'm finding some free time to make the live version.
Please upload indicator for use online charts.

and You can also take tick signal ,with dll ..from external data feed ??

I think it is possible as indicator on normal chart? or maybe will have to be a subwindow? As a subwindow on a normal chart it could be advantageous anyway.
