kind of interesting that (for example) ODL MT4 stores the current bar on my LOCAL TIME but shows them on graphic England time. Is that standard behaviour?

for everyone who has same question, answer is: MT4 takes the data from server and uses servertime on graphics and on HST files it uses LOCALTIME.
The Time in the history file is whatever the application that creates and updates the HST file sets it to be.
Each record (bar) has a time attached to it.
The minimum increment for bars in MT4 is one second, but only the minutes will be displayed at the bottom of the chart.
For "live" charts, the recent entries for the HST file seem to be in memory only, as the files are not updated until MT4 exits (there may be some time that they are updated while MT4 is running)
For "offline" charts, the HST file must be updated for the latest bar that you want to see on the associated offline chart.
