MT5 installer proxy popup + MQL5.community authorization failed from netcup AS197540 VPS

 

Hello,

I am experiencing a persistent connectivity problem with MetaTrader 5 / MQL5.community from a netcup root server.

The issue does not look like a local firewall, Windows Firewall, DNS, or hosts-file problem. It looks like my server IP, or possibly part of the netcup AS197540 range, may be blocked, filtered, rate-limited, or otherwise restricted by MQL5 / MetaQuotes / CDN systems.

Server / network details

  • Provider: netcup
  • ASN: AS197540 / netcup
  • Source IP: masked for privacy
  • OS: Windows Server
  • Exact IP: I can provide it privately to MQL5 / MetaQuotes staff if needed.

Symptoms

  • The MetaTrader 5 installer opens a proxy settings popup and cannot complete the installation.
  • Inside the MT5 terminal journal I see:

MQL5.community authorization failed

  • When opening www.mql5.com in Chrome from the server, I receive:

Access to www.mql5.com was denied HTTP ERROR 403

Hosts file check

I checked the Windows hosts file:

C:\Windows\System32\drivers\etc\hosts

There are no custom entries for MQL5, MetaQuotes, or MetaTrader. The hosts file is clean.

netcup firewall check

I also checked the netcup firewall configuration:

  • Only outgoing SMTP/mail traffic is blocked: TCP 25, 465, and 587.
  • Outgoing ICMP is allowed.
  • There is an implicit ACCEPT OUTGOING ANY rule.
  • Therefore outbound HTTPS / TCP 443 should be allowed.

Windows Firewall / HTTPS check

General HTTPS connectivity from the server works:

  • google.com:443 succeeds.
  • www.mql5.com:443 succeeds at TCP level.

However, the MQL5 / MetaQuotes CDN endpoints fail:

  • download.mql5.com:443 fails / times out.
  • download.terminal.free:443 fails / times out.

DNS resolution

download.mql5.com resolves to:

  • 194.164.179.33
  • 94.130.2.36

download.terminal.free resolves to:

  • 194.164.179.33
  • 94.130.2.36

Download test

The exact download test command was:

curl.exe -v -4 --connect-timeout 15 https://download.terminal.free/cdn/web/metaquotes.software.corp/mt5/mt5setup.exe -o C:\Users\Public\mt5setup.exe

Result:

  • Connection to 194.164.179.33:443 timed out.
  • Connection to 94.130.2.36:443 timed out.
  • Final error:

curl: (28) Connection timed out after 15000 milliseconds

Traceroute result

  • Traceroute to 194.164.179.31 completes successfully.
  • Traceroute to 194.164.179.33 reaches 78.140.169.102 and then times out.

Question

Could someone from MQL5 / MetaQuotes please check whether the netcup AS197540 range, or my specific server IP, is currently blocked, filtered, rate-limited, or restricted by MQL5 / MetaQuotes / CDN systems?

If the exact IP is needed, I can provide it privately to MQL5 / MetaQuotes staff.

This issue currently prevents:

  • MetaTrader 5 installation
  • MQL5.community authorization inside MT5
  • Access to MQL5 website/CDN services from the server
  • Potentially Market, VPS, Signals, and product-update access inside MetaTrader

Many traders are using MQL5 VPS , and this VPS is having a lot of advantadges, for example - the traders do not lose activations when they  migrate/synhronize their MT4/MT5 environment to MQL5

besides 403 issues that the moderator referred to; there are many threads on this site about netcap being blocked by mq due to suspicious activities happening on netcap servers in past. I think there is 0 chance of getting them to unblock any vps with that provider.

EDIT: after a quick search, it seems that all threads with netcap have been deleted.

Please note, nobody in moderators or admins team is wasting his time to delete thread without a valid reason.
