After contacting a lot of people, including UBA bank officials. IT'S SAID TO BE IMPOSSIBLE. Only to be spent online, shopping 🛒 🛍️ and others.

I was told it's because of CBN policy or something.

Although I later found an alternative, which has to do with a middle man buying it from me
You cannot use the prepaid card to deposit money to your domiciliary account but you can deposit your fund into the Skrill account (if you have one) through the prepaid card and use it to buy crypto on Paybis, send it to an exchange (I use Remitano) and sell it through P2P to cash out to your bank account.

That is another way round it.

I am based in Kenya but generally the best withdrawal in Africa is Visa or Mastercard

It can be withdrawn to you you UBA naira account using the bank rate that is how I use to withdraw mine currently am in the bank I will ask all this question and I will give up date here but currently I was told that the card is not called UBA Africard Prepaid Dollar card but UBA VISA prepaid Card to me which almost sound the same but am still thinking that is why withdrawal is hard now but all questions will be asked by me I only pray the guy here answer my questions cuz its like they don't really know much about it

Update I just got my card and it free to do so but when I made my withdrawal $3 was deducted for the activate fee now I have my funds
