Reverse loop-up on the IP gave me the "netcup GmbH", which as far as I now, is know for being banned/blocked/black-listed by MetaQuotes based on forum posts I have read before.
You will probably have to change to a different VPS provider, but if you wish to do more research, follow-up on the following searches for forum posts and see if any of them help.
MetaQuotes has never released such a list (as far as I know), and such discussions are not allowed on the forum!

I am experiencing a similar issue on my self-managed server, and the provider has confirmed that they are not filtering any routing.
I am not sure if it's best to post it here in response, or create a new post - please advise.
Key observations:

HTTPS access to Metaquotes sites fails consistently on a self-managed server (Windows) - example domains affected: metaquotes.net, mql5.com

ping is successful, but HTTPS access times out

MT5 Journal shows failures: Virtual Hosting - failed to get list of virtual hosts [1001] (connect failed) and MQL5 Market - failed to get list of user products (connect failed) [1001]

Using a VPN to alter the IP on the same server immediately restores access
This strongly suggests an IP-based block or reputation issue affecting my server’s public IP.
Context: The server previously had an MT5 terminal that was glitching and frequently disconnecting/reconnecting (since resolved), so it’s possible this triggered automated protection or rate-limiting.
Is it possible to request that my IP be unblocked, or is changing IP the only solution?

So look for another provider and check them with a MQ-Demo account, is easy and costs nothing :)

There were/are several malicious attacks from some providers, which are blocked hereinafter.

Thanks for your attention. I have many systems and processes set up on my managed server and it is not feasible to switch. Xneelo is a general provider and is reputable.
I ran a beta version of MT5 for one instance and this seemed to be the problem behavior, but I have reverted back to a GR version.
How can I persuade Metaquotes to remove this block for me?
