Use the other card (other Visa card or other Mastercard).
Because the payment is declined by the bank in most of the cases (your bank in your case).

i used one visa and one master card both showing common bank declined in mql5 account topup and in mt5 direct vps purchase showing bank declined. then i called the bank customer care and they saying my card dont have any issue and i can make international payment without any issue. they saying the issue is in mql5.com or the payment gateway used by mql5.
i also tried unionpay it is showing payment declined because of wrong address, phone, card details. but card details i used is correct. there is no option to enter address or phone number.
the service desk lifted the finance limited error.
Both of my cards are debit cards. Is this the problem?

I think - it is not related to p2p payment and to Visa+
It is int'l payment by using gateway from one bank/accout to an other one (with some checking procedure on the way for example).
The payment gateway is from EU and the US so it may be fine with this gateway.
Some cards work and some of them - not ... because everything in financial world is not unified ...

yes found the problem.
only credit card is working
i tried different bank card (debit cards all giving bank declined). then i used credit card and payment passed through.
