I am seeing behavior on two different platforms - Windows 10, and windows server 2016.  Vastly different antivirus.  The only common thing I see is MT4 client - all versions, despite originating broker or directly from MQL5. MT5 connection is working on all platforms.

 
Found the issue.  hosts file had been over written.  all references to mql5.com were pointing back local.  I cleared the hosts file of the extra garbage on my local system and VPS and everything returned to normal.
