I don't think that's what this rule means Carl.
There is another one in the Product rules however
III.3:Purchasing a Product does not mean buying rights to it. The Product is transferred to the Buyer for personal use only.

Based on the wording of rule 8 it mentions actions of the signals service , and states use other than intended . It is about the signal service actions not whatever is creating the signal.
So if i use the signal subscription to find where the cdn of mql is and attack it ,that would ban me.
Now i don't think the product rule is absolutely about signal broadcasting either .
I mean if your signal uses 2 eas and manual intervention that is not 100% of any of the 2 eas .
I believe it's a gray area , but could fall under III.3 of the market rules
