Which EU country selling EA is allowed with no permission?

Do you really expect an answer? I doubt you will find an attorney from your country willing to give you legal advice for free.
Look at the market and see where the creators of these EAs reside.
I personally would base my company in Cyprus. But since it is no issue in Germany, I have no need for such.

I am MQL4 developer, I have developed a few, very usefull MetaTrader4 tools.
They are advanced,multifuction EA's with automated OrderSend options available. They provide many usefull options available
from inputs level. It gives wide scope for action, especially for traders who needs such advanced EA as one tool.
Now I want to share them on MQL5 market.
The problem appears, cause in my country, selling EA is allowed only if I have special permission.
This is considered investment advice.
This is time consuming matter, so I don't want waste my time learning things, that are not usefull for me.
I prefer spend time on software developing instead that.
So now I am searching solution.
As European Union citizen I have option to run my business every UE contry. It is legal solution, I could sell my programs as software firm.
Question is, which Europen Union country has the best conditions for such kind of business ?
Cyprus? Ireland? Estonia?
Anywhere else?
Where is the easiest and fastest way to register such business ? With minimum permissions and troubles ?
I don't want to avoid taxes etc.
Only what I need, to have opportunity for selling my work effect, with no exposure for enormous penalty fee (as in my country).
