In the eighties, when I was on a business trip, I watched as a tanker of port wine of the same name came to the Azerbaijani town of Mingechaur from the neighbouring town of Aghdam and the driver sold it to the local population on tap for less than a rouble a litre. And education used to be free and of good quality! There are fewer and fewer real specialists, at least in oil and construction. Previously, if you were smart you could get into an institute, but now it is enough to have parents who are willing to pay for your studies. And people around the world are studying to become accountants and lawyers. In Moscow, the famous institutes have still maintained their specialisation. In the provinces most universities now teach accountants and lawyers. Why do they need so many of them? And medicine is a separate topic.....
