I wouldn't rule it out. In fact, I don't know what research was done on climate in their time. However, if it did not concern weapons, it is more likely that either they were not done, or they were done "as always". And it wasn't really relevant. 36 was not about climate. Neither was 72. At least, on a global scale, they certainly did not think about it. And even now, democrats do not really care...
