It's about 10-20 centimetres to the wall. The lighting makes it look like it's right up there.
 
It makes sense in principle: the only degree of freedom (assuming that the hammer is attached to the ruler by both the hinge and the handle) is to rotate the ruler downwards relative to its contact with the table. But this pivot is hindered by another moment of force - from the heaviest part of the hammer, which hangs downwards.

A child's trick...... the equilibrium of the centre of gravity between the fulcrum. Don't count any degrees, even if it is 360 degrees or more.....
