The concept of being a signal provider in MQL5.com is legal everywhere as far as I know.
Don't confuse the idea of others copying your trades with money or account management, the first is considered social trading, the latter requires qualifications and permits/certificates from regulating authorities.
By connecting your trading account as a signal in MQL5.com you don't get the right to control or manage other people's money, it is they who decide if they will subscribe to you or not.
This is my personal opinion and interpretation of course and I may be wrong.

Because it's not entirely legal everywhere.
