I just figured it out. Under the new broker I wasn't logged into my MQL5 account. As soon as I did, the signal appeared.

I'm having trouble getting a Signal to appear on MetaTrader4 under a new Broker.
On the original broker platform MT4, under "Options", I unclicked the "Agree to Terms of use" to get it to stop copy trading. I know now this was the incorrect way of doing it.
Then I logged onto MQL5 and transferred the Signal to the new broker account. The new broker does accept Signal subscriptions.
When the Signal didn't arrive, or show up, on the new broker platform I went back to the old account and it was still showing up there.
Under the settings, "Options" , I re-clicked on the "Agreement of terms of use" and then the signal disappeared from the old broker account, but it still has not appeared on the new broker platform.
I've tried uninstalling and reinstalling MT4 on the new account, but it still will not appear.
Does anyone have any ideas what I can do?
