I could not understand exactly what is the "prop_modifier" parameter in this function.

The reference says that "modifier of the specified property. Only level properties require a modifier" ... what are the level properties in this explanation?

There is an example on the page, but it is used with PLOT_LINE_COLOR property ... is it a level property?
