MQL5.com is not a broker as its mentioned in the bottom right corner of this website, its a software company.

One doesn't need any regulation in order to be a seller here, you should read the Market rules for details:

FCA classify those who provide signals for clients to copy automatically as "Investment Management": https://www.fca.org.uk/firms/copy-trading

Not the platform but the signal providers.

And Investment Managers need to be regulated and licensed, don't they? Should we call them and ask? I'm not clear.

MQL5.com does not require that, if your country does, its another story.

Providing signals in MQL5.com does not make you an investment manager, its the so called social trading, where anyone can copy the trades of others.
