To receive a signal, do I have to have an account in the location of the signal provider or can I communicate with my account in another location ??? I use Light Forex embedding and the signaler uses ICA embedding.

You don't have to use the same broker, you must watch out for high slippage between brokers, check the Slippage tab of the signals for slippage details.

Green values are best, yellow can be followed, orange and red are to be avoided.
