Screener alert mobile based on rsi crossing

Hello,

I'm looking for someone who can help me develop an RSI crossing warning indicator.

I tried in vain with freelancers and those 4 times. and i ran into crooks.

my project is simple if a charitable soul is willing to help me.

Scenario 1 

Higher timeframe (h4) -- RSI 1 greater than RSI 2 (Uptrend). 

Lower Timeframe (h1) -- RSI 1 greater than RSI 2(Uptrend) --> Alert. 

Lower Timeframe (h1) -- RSI 1 lesser than RSI 2 (Uptrend) --> No Alert. 

Scenario 2 

Higher timeframe (h4) -- RSI 1 lesser than RSI 2 (downtrend). 

Lower Timeframe (h1) -- RSI 1 greater than RSI 2 (Uptrend) --> No Alert. 

Lower Timeframe (h1) -- RSI  1 lesser than RSI 2 (Uptrend) --> Alert. 

the message on mobile reads: SELL SIGNAL DATE HOUR SYMBOL AT PRICE

Hi, sending the message to the mobile would be up to the MT4 "alert settings" but the alert based on the RSI trends on these timeframes may look like the attached image for EURUSD at the time of sending this reply.  Also, as price evolves, a "signal reset" scenario needs to be specified to be ready to detect one of your scenarios.  We don't want the EA to stay silent after the first Alert, nor resending the same alert over and over.
