I noticed when I connect using mobile device then laptop, or simultaneously I get the 10year ban. But it only lasts for about 1Hour then it goes.

Dynamic IP issue doesn't result in a 10 years ban. Must be something else.

yes agree with you, Because same issue which i also face. 
Banned time period mention is almost 10 years and account will be active after 24 hours. 
There should be valid and perfect solution for this issue...
