This error seems to be rather sporadic, and what I noticed it happens on build 1170 when the MT4 has been running for days. After restarting MT4 in most cases the problem goes away. Prior to build 1160 I haven't been able to see this problem.
What I also noticed was that when this problem happens MT4 is unable to load functions in some other DLLs which use SSL/TLS related calls, such as libcurl.dll.
