I see that you have mentioned in your post that dll is not allowed on VPS. What does one do with EA's that contain dll?

Select the other VPS (external one).
Because, if EA is using dll (trying to call dll) so this EA will not be migrated to MQL5 VPS for MT4/MT5.
This limitation is mentioned on the VPS rules here.

Are the MQL5 VPS servers not updated to US DST? If so, will this affect EA operations, if they only operate in a specific trading window? Or does the customized version of MT4 that runs on MQL5 VPS still follow the broker's trading server time?

VPS is the copy of your Metatrader in the cloud.
To make this copy of your Metatrader in cloud so you need to open chart (or charts) and attach your EA to the chart (or to the charts) to ready to trade.
After that - you make the migration: you are synchronizing your Metatrader with open charts with EA attached to the charts - with the copy of your Metatrader in the cloud.
Once you synchronized (once you sent everything to VPS) so you can close your pc (in you want): your EA will work on VPS (means: your EA will work on the copy of your Metatrader in cloud).
And all those actions (with possibe errors) are written in your VPS log files (you can check it inside your home Metatrader).

MT4 does not have this limitation (because MT4 is always on 32-bit).

Thanks for posting the information. I am quite familiar with how the MQL5 VPS works, as I have used the service for some time.
I'm just curious what system time the ""2nd Metatrader in cloud" (as you describe it) uses. Does it utilize the time from the virtual server (which for NY VPS is apparently not set to US DST looking at the log timestamp), or from the broker's MT4 server time (just like the local version)?

System time is your Metatrader's time (it is broker's server time).
I mean - when you login to your demo or real account so your Metatrader time become the broker's server time (same for VPS).
i bought a vps inside mt4 from mql5.
The amount was drawn from my account but the confirmation page about payment was struggle.
How can i see the status of the vps?
You better keep an eye on your trades.
