That is completely normal : prices on different brokers can differ even more, there is no such thing as "correct price"
what do you think is normal? is a 10pips difference normal? or 20 pips or 100pips????
Actually I'm curious what was the Ask price when the bid was highest? Do you know whe I can get this data?
It completely depends on a broker. There is no such thing as some central body that would regulate forex symbol(s) prices, so it all depends on the judgement of the broker what price can he work with

My opinion : if you see too much too different spikes like that, look for another broker
