If you want to go back to start of 2000 on H1 that is 24 x 365 x 11.3 approx = 100,000 bars so your Max bars in history must also be higher than 100,000 if this doesn't help, check your History Center (press F2) click GBPUSD and double click H1, then scroll down and check if you do actually have data from 2000 . . .

How or where can on get extra data if the MT4 is not showing all the data.. Or can one export from another source?

To get extra data, you will then need a new broker.
Brokers get greedy regulating what data you can put on the charts. As for getting DATA just google mt4 99% back test data, lots of websites offering ways to download and implant the data on to your mt4

I have one indicator and want know possible increase number of bars in chart?
for example current chart show only 3227 bars for TF: H1.
is there any solution to load more bars from historical data to chart?
