This is an old post. Today there are built-in functions in both Mql4 and Mql5 to maximize a chart window easily, without using DLL's:

No, it does not maximize the chart, only puts it on top of the others.
You can see it clearly when all the charts are in cascade mode.
Even more, my trials with cascade mode failed. It did not even bring the chart window to the top.
