Scalping/HFT EA

I'm looking for an experienced MQL4/MQL5 developer to build an HFT intelligence Expert Advisor with a highly adaptive strategies.If anyone has a ready made HFT EA then we can discuss.The EA has to work on all brokers and has to execute fast with a win rate of 96% to 98%.The system has to be able to (Scalp) and (Trade following trend).The scalping version must place stop orders and trades must be taken on every candle stick with the HFT orders since this is a scalping version.I want it to be based on 1min,5min,15min and 30min time frames.the scalping must be on an actual live streaming tick and Candlestick pattern with a high frequency of opening and closing trades without a balance restriction.The EA must incorporate lot size increases as the account grows.Parameters of this EA should include Profit counter,lot size,number of trades,balance and broker name/time.The EA must work on all pairs and it should be back tested before cause I will also like to back test.The other version will be discussed with the selected developer and in addition I would like a nice background of a picture that I will send to the chosen one,please submit the video of back testing or when it's in action taking trades and closing them.
