HOD or LOD

I need a indicator that tell me whether or not a 15 MIN candle has made the High of the day or Low of the Day and whether the candle was bearish or bullish.

I am only concerned with the 15 MIN timeframe  and only the candles that open at 30 MIN and 45 Min after each hour

So essentially, the indictor will only trigger if the 15 min candle that opened at 30 min or 45 min after the hour made a high or low of day 

The custom alert should read as an example

"5:30 Bearish candle made low of day "

 or

"8:45 Bullish candle made high of day"

The indicator should be smart of trigger if the market makes new highs and lows throughout the day.
