I need an EA that receives trade data from a python script and executes the trade via mql EA

hi,
I need a dev for a quick job, I'm a python developer but my mql4 / 5 is lacking to say the least.
I have a pythonic back end, and I need an EA in either mql language,
That can take input from python, in the form of a trade signal, and execute the trade command received from my python script.

The incoming trade will have the following data, currency pair, stop loss, take profit.
The EA should take this data, 

and calculate a lot size so that the position only risks 2% of the account, in the event SL is hit.
mql should also manage the trade as follows. TP closes half the trade. the other half remains open but the SL is set to break-even
and begins to run a trailing stop loss if the price ends up 1.5x D1 atr in profit,

I have a few separate accounts so i need to be able to essentially use the same ea connected to the same python script but across different VPS, each with a seperate mt4 and broker.
for example.
Python main script connects to
1. Blackbull markets account
2. Blueberry Markets account

3. ICMarkets account. 

my python backend is running on a cloud compute as well, I'm not sure how but, 

I think all this is possible in mql4/5?

I don't know how to interface the EA with python without them both running on the same machine. so you'll need to know enough about python to show me where to enter the data 
into a .py file to connect to the appropriate EA instances.
