EA with one Indicator

Hello,
I am looking for a developer who can create an EA for MT4 based on an indicator.
As soon as the indicator gives the signal (an arrow appears) the EA should act accordingly.
not wait until the candle is closed but in the fraction of a second when the arrow appears
the trade must be triggered.
The EA must have the following setting options:

1.day and time must be adjustable
2. TP and SL must be freely adjustable.
3. lot size must be freely adjustable, lot size should also be adjustable in money management (for example 2%).
  There must be an option to choose which variant the EA should use.
5.if a trade is lost, the following trade should be executed with e.g. 1.5 times the lot size.
 (lot size must be freely adjustable), this should also be optionally possible to use the standard lot size.
 to use the standard lotsize like the lost one before.

Since I trade the EA in the Nasdaq and US30, it must be able to process pip numbers in the range of 100-50000 as TP and SL.
I should be able to give the name of the EA freely and the source file must also be provided.
