Dashboard Scanner for TDI Stochastic Fib and SIMPLE EA to take and sl trades

I am looking for a developer to write a dashboard scanner which I can use for signals and then the EA can be on/off to take trades from the dashboard and trail and sl for me. Source code must be provided at end of project.

My strategy is simple. Just see...

For Long,
1. On candle close, when stochastics cross 55 upwards from below (must come from below 55), check candle close price is above fibo level 0%.
2. TDI green line (RSI price line) is above yellow line (Md Zone)ß option to on /off this filter.
3. Alert buy when conditions match.

opposite for Short. 

As for the EA, i only need a simple one that will have the usual stuffs like lot size, risk management, tp/sl/trailing setting, day/time filter etc……….
Basically, I am fine with your own standard EA. 
I do want the option to ON/OFF the EA.
I want EA to also have the option for me to Manually open trades. If Manual is set to OFF, then EA will open and close trades for me.
