Writing of an Expert Advisor for crossing smoothed moving averages

I want an expert advisor that would open position in the market with the crossing of smoothed moving averages, with option of break even, trailing stop, and take profit all in pips and optional. Also with the oprtion for a set lot or a percentage of the account to risk. Also with time option when the Expert advisor would take trades and dates, M, T, W, TH, F, etc. 

So how would it work, the expert advisor would take trades for example:

Mondays from 9am to 3pm eastern time. as an example of what I want it to do. But that doesn't mean that it closes all trades at that time, it just doesn't opens any new ones after of before the time specified.

I want the option to select certain day's individually with different times frames if I choose to. also the chart time.

For example:

Mondays from 9am to 3pm is active, Tuesdays from 5pm to 9pm is active and so on.
