Need an Expert Advisor following trend based on last candle colour with dashboard

Hello.

 Im looking for someone who can code an EA for me. It will be a basket trading with all 28 pairs with dashboard, tradable on any selected time frame.

-Condition for trade to be open long is: previous candle was green and closed above previous candle high, Ea will set a pending order +3 pips above high of this candle.

-For short trade: if last candle was red and closed below the low of previos candle, Ea will set a pending order 2 pips below the low of that candle.

-Trader must be able to chose lot size

-Trader can chose the time frame from 5 min to 1 month

-Trader can be able to close let say first 5/10/20/ trades(largest positions) to cover loses and gain profit

-Take profit will be for the whole basket where I can choose the percentage or sum, let say Ea will close all trades, if the percentage reach 10% or sum reach £50.

-when the new candle is formed and there is previous open trade in positive pips, Ea will set this trade to BE+1. If the trade is negative, Ea will close this trade. Also Ea will set new pending order base on last candle and position to that candle .

Over the time, there will be many trades open(millipedes)

Also Ea must be able hedge the trades.

On the dashboard I like to see how many trades are open, overall number of pips and profit.

I want to be able to chose trading time, lets say from 7:00 to 20:00 GMT

Its basically a trend trading with multi stacks positions.
