Pull news code from current expert to create new expert that uses the news information as idicator to place orders

I have an expert that has a news filter designed into it. I want to pull that code and create a new expert that utilizes the news as an indicator to place pending stop orders. Inputs range from: static lot options, dynamic lot based on percentage of equity. Auto or manual gmt offset plus more but we can go over that in the next phase. The expert will need to pass all tests for the market
