Regarding time input setting, if you want to enable them, you need to select "Trade Period" input to "Daily Period". That way, time inputs are considered in the logic. As you can see there are six time inputs, three representing hours and three representing minutes of those hours. First time called "open time" represents the time after which EA can open a trade. Second time called "no new positions time" represent the time after which EA won't open a new trade, but existing trades can still run until they hit some condition that closes them. Third time called "close position time" represents the time when all open positions will be closed. Keep in mind this "Daily period" allows you to trade this strategy during one day, it will not allow keeping open positions overnight. If you want to keep positions overnight, then you should set "Trade Period" to "No Period".
