Multi-time frame Slow Stochastic EA

I am looking for a developer to build an EA based on Slow Stochastics in multi-time frame. It is a straightforward EA as it executes trades when buy/sell signals are generated in all time-frames and there are no take-profit or stop-loss orders. Risk-management is based on free margin percentage and minimum equity. Attached skeleton code will elaborate more on logic and mechanics of the EA.

The requirements are as follows: 

1. EA will scan Slow Stochastics in 5 different time-frame charts on every tick for crossovers and overbought or oversold bias. Once all signals are aligned, a buy or sell market order signal will be generated.

2. EA will check if there is sufficient predetermined free margin to execute the trade on market order signal. If there is, EA will then execute trade based on existing position.

3. EA will liquidate existing positions based on market order signal if there is insufficient free margin or equity has fallen below minimum requirements.

4. EA to allow modification of inputs: Slow Stochastic parameters, Lot, Margin Buffer, Min. Equity and Liquidate.

5. Appreciate if EA source code is similar and improved from skeleton code.
