Техническое задание

Dear Program, 

Please design for me an expert adviser that will place both market execution and pending orders (Buy stop and Sell Stop) at same time at a desired amount of second before a specific time e.g enter 2 buy orders of 2 lot size with a stop loss of 7 pips for both orders (market execution) and also place both stop sell and stop buy at 4 pips away from the actual price with a stop loss of 8 pips at 2 seconds before the event which is at 15.30.
