Tarea técnica

The first part (1) getting a better understanding of a few points before bringing things together into an EA. (2) to help increase my (basic) MQL4 coding knowledge and (3) to look at working with a developer to further things - consequently, I require the source code, and for it to be clearly annotated/understandable.  

Want to initially create an indicator that will, from a number of arrays, draw horizontal lines from a certain number of candle's ‘Open’ and ‘Close’ prices. Then, if a new completed candle passes through a horizontal line, terminate it and display the number of pips between the line being crossed and distance to the next horizontal line, showing info above that candles ‘Close’ price.
