Flexible & Functional Performance Management EA/Utility Needed

I'm not sure if this falls into the category of EA, indicator or script (some of each), but I'm in need of a utility that I suppose can be added to a chart (a separate screen would be more appropriate however) in the same manner that an indicator can, but would have the following specifications:

- Real time equity and/or balance curve(s) for which the underlying data can be selected based on Magic#, Comment or Account.  

       - A moving average (period & type are inputs) of one or both of the equity / balance curves that is also plotted on the same screen with those curves

      - User can choose to enable or disable functionality that would stop all EAs that were included in the data that generated a particular curve & either close or close & remember all positions should the equity and/or balance curves (user can choose either one or both) closes below the plotted moving average.  

    - In the case where this should occur (1 robot, a basket of robots, or an entire account)'s equity curve crosses below the MA and activity comes to a halt, all need to continue running virtually in order that the curves & MA continue to measure the performance.

-  This is because, the user should also have the option to enable or disable the ability to automatically restart upon the equity and/or balance curve crossing back up through the MA.

-  Finally, I need to be able to easily extract this basic performance data into a .csv or similar file.

- So an instance of the final product should just be 1 screen with aforementioned plots & MA, as well as buttons for enabling/disabling the auto shut down & restart in the event of the equity curve crossing through its moving average.
