EA to call a script upon webrequest

Hello, I’d like to know if the following EA and Scrip are possible to be done:

I want a EA which, upon a webrequest, will call a script to run.

This scrip will install on a graph another EA, which would be in the Experts folder. Also, the script will load a custom set I have saved for this EA to be installed.
